2018 Comprehensive Plan Update

 

 

Grant County is in the process of updating its Comprehensive Plan and associated development regulations (zoning code).  This periodic update is conducted every eight years (unless otherwise deferred by the State) in accordance with the State Growth Management Act (RCW 36.70A.130).  This update will be finalized by the end of June 2018.  The periodic update process is intended to provide for continuous and meaningful citizen input.  Although meeting and hearing notices will be published in the paper, they will also appear on this site, along with all work product generated for this update. Please keep checking back on this page, and reach out to the Grant County Planning Department if you have any questions or comments about the update process.

The Comprehensive Plan is a document that is intended to guide the growth of Grant County over the next twenty years.  The Comprehensive Plan sets forth the County’s land use policies relating to agricultural resource lands, rural and urban development, housing, transportation plans, economic development strategies, utility policies, capital facilities projects, and environmental protection policies. Grant County adopted its original GMA-compliant Comprehensive Plan in 1999, updated it in 2006, and is once again required to update the document.  One of the underlying purposes for the mandatory update process is to ensure that the Comprehensive Plan remains consistent with any changes to the Growth Management Act, and that it is also consistent with applicable Growth Management Hearings Board decisions.  Although a considerable amount of this update process is going to focus on house-keeping issues with the current Comprehensive Plan (i.e. reduction in repetitive information, general streamlining of the document, formatting changes, etc), one of the more significant areas of focus will be to reexamine the Agricultural Resource land designations to ensure that the areas and lands included within this element are appropriate.  It should be noted that the County is not provided any specific funding from the State of Washington to complete this project, and all funds used for this update are sourced from the County’s general fund. Therefore, the scope of the update must be carefully managed as such that the funds made available by the Board of County Commissioners are appropriately and efficiently utilized.

The initial public meetings with the Grant County Planning Commission will include two visioning workshops hosted at the Grant County Courthouse (35 C Street NW, Ephrata WA) on September 13 and 14, 2017.  These workshops will start at 7:00 p.m.  A subsequent series of Planning Commission meetings, workshops and hearings will take place between September 2017 and May 2018, notices for these meetings can be found on this page as well as being published in the County’s newspaper of record (currently the Columbia Basin Herald).  At the conclusion of the Planning Commission workshops and hearings, the Planning Commission will forward a recommendation to the Board of County Commissioners for a final decision and adoption.  It is anticipated that this final adoption will occur by mid-June 2018.
